淡化“双基”,精选对学生终身学习与发展必备的基础知识与技能,改变目前课程内容繁、难、多、旧的现象。

新课程改革方案明确了课程结构的综合性(低年级综合,高年级分科)、均衡性(多种类型的课程和多种与现实社会生活及学生自身生活密切联系的科目)、选择性(地方课程与校本课程)的三个原则。
